The Government of Gujarat has initiated a planning process for the realisation of Diamond Research and Mercantile (DREAM) City at Surat. This Smart City is projected on a 700 hectare site in the southern part of Surat, adjacent to the village of Khajod, the Outer Ring Road and close to the Dumas airport.
Gujarat Infrastructure Development Board (GIDB) has assigned the consultant team comprising of HaskoningDHV Consulting Pvt Ltd in consortium with HaskoningDHV Nederland BV and Knight & Frank India Pvt Ltd which commenced their services after signing of the contract on Dec 19th 2015.

Dream City - At a Glance
The preparation and planning of DREAM City is based on a process which is developed by GIDB as part of the assignment. The overall Planning and Process flow is illustrated in the exhibit in the next page. The Master Plan team is in continuous contact with Surat Municipality Corporation (SMC) and with Surat Development Authority (SUDA) and other stakeholders. Important base line study is the feasibility study ‘Development of DREAM CITY project at Surat, Gujarat’ produced in 2015 by by Darashaw & Company Pvt. Ltd. This study outlines the economic and financial potential of DREAM City and was the basis for Government of Gujarat to decide to establish DREAM City Ltd as Master Developer.

Diamond Bourse is vital for DREAM City as the first major settler; it will be formidable anchor for the DREAM City development and it will present itself as a symbol of Surat entrepreneurship and organisation talent.
The building is of enormous proportions: the present programme comprises a building volume of 540,000 sqm reserved for offices and related facilities. It will be the largest of its kind in the world. A plot of 14,4 hectare is reserved for the Bourse.View More
